I've documented this. Your stable usage of 89MB leaves 39MB, and per section 12.1 that's insufficient buffer for "burstable workloads." I've CC'd myself. Prorated billing applies. Overage is not a compliment here.

This is the key point everyone keeps missing. You can change DNS all day, if the IP itself is anycasted you're stuck. The DNS just determines which IP you get, and if that IP is announced from multiple places, BGP picks the "best" pat...
