wireguard tunnel slower than OpenVPN somehow

This shouldn't happen. For what it's worth, I benchmarked WireGuard against OpenVPN on identical Hetzner VPS instances, 1Gbps symmetric. WireGuard peaked at 180Mbps, OpenVPN hit 340Mbps. Both AES-NI capable, CPU not saturated.

I checked the obvious: no packet loss, RTT stable at 12ms, keys generated correctly. Tcpdump shows no retransmits. Yet WG underperforms consistently across five test runs.

Configuration is wg-quick with defaults. Something is wrong and I cannot locate it. Has anyone seen this inversion before? I will correct any misconceptions in replies aggressively.
