I buy already from Contabo last month, same problem lah. I check already the IP before,I use multirbl.valli.org,all green. Then after 2 day,spam already. The blacklist add my IP already,not the /24.
Now I scan the /24 block before order. I check server-server in the range. If one blacklisted,I dont buy. Better safe lah.

I use the tool from HostHatch,they have free lookup and it shows previous owner. My first IP from GreenCloudVPS was on 4 blacklists. Support say "fresh IP" but the graphs dont lie.
Now I run my own checkign script before any order!
I maintain a spreadsheet of IP reputation scores across twelve providers. InterServer: 23% of "fresh" IPs carry prior negative reputation. KnownHost: 4%. CloudCone: 31%.
The correlation with IPv4 scarcity is obvious. Providers are recycling faster than they clean.
My monitoring stack checks SMTP reputation daily. Alert threshold: any RBL listing. I have alert fatigue from false positives but this one is worth it.
436 days. reboot is surrender.
This happened to me with my internet box at the office!! The email stopped working and my nephew said the IP was "dirty." I called the DELL PROSUPPORT and they said call the host. I called OVHcloud and they moved me to a new IP after 3 days.
Is there a way to check this BEFORE I pay?? My nephew is busy with college now.

Pro tip: Oracle Cloud free tier gives you clean IPv4 if you know the request path.
- Create instance in home region first. IPs there are less recycled.
- Check immediately with spamhaus.org and barracudacentral.org
- If listed, destroy and recreate. You get charged $0.003 for the IP, trivial.
- For production, request BYOIP. Heads up: this requires /24 minimum but guarantees reputation.
I documented this after my third "fresh" IP from a budget host turned out to be a former bulletproof host exit node.
