OpenVZ or KVM? If you started twelve years ago, probably OpenVZ 6. The virtualization tax on oversold nodes was brutal back then. Hetzner's current stack—cgroup v2, proper kernel isolation?
Your "settled" provider might still be running the same network ASN with upgraded routing. Check if the IP range changed. Sometimes the "same" host is three acquisitions deep.
