Back in my day we had VAX clusters and you knew exactly what you paid because DEC sent you a physical invoice you signed with a pen. None of this autopay nonsense. "cloud" is just someone else's computer and apparently someone else's billing department too.
systemd probably manages the billing timers now. Wouldn't surprise me.
