Looking for a host that actually allows Tor exit nodes legally. Not an onion service, a full exit relay. For educational purposes at a university lab.
I've contacted three providers so far. Two said "no" immediately, one stopped replying after I mentioned "exit"!
Requirements:
- DMCA safe harbor or equivalent in their jurisdiction
- Written permission for exit traffic
- IPv4 + IPv6
- At least 100 Mbps unmetered
- KVM or bare metal (no OpenVZ garbage, need proper kernel modules)
What could go wrong: abuse complaints, SWATing, IP reputation destruction, getting my account terminated with 24h notice, law enforcement "friendly visits"
Anyone found a compliant provider? Budget is flexible, this is grant-funded.

Contabo allows them on dedicated servers in their Iceland location. Written policy, not just "we don't care." KVM obviously, no virtualization tax on network throughput.
Their abuse desk actually understands Tor. Rare.
Check their AUP section 14.3. Iceland's data protection framework helps too.

I run a middle relay on a $5 GreenCloudVPS VPS and a guard at home behind docker compose + traefik reverse proxy. Exit is harder but doable with a residential ISP that doesn't block port 443.
For exit specifically, you need the legal shield more than the hardware. Self-hosting at the university with their legal department backing you = free and compliant. Just saying.
