Looking for deals that support PayPal without forcing balance retention

I keep about thirty client sites running. I've used Hetzner for a while now and their PayPal billing is one of the cleaner setups I've seen.

  • PayPal accepted as primary payment method
  • No wallet balance requirement
  • Invoiced monthly in arrears, not prepaid
  • Auto-renew optional, not enforced

This is not industry standard. Most competitors in the budget segment require credit retention to offset chargeback risk. I'm interested whether the community has encountered other providers with genuinely clean PayPal billing, or if this remains a differentiator.

Why pay for Hetzner's managed panel when you can self-host Proxmox on a dedi and handle billing yourself with Invoice Ninja or something similar, docker compose up a reverse proxy with Traefik, and suddenly you're not locked into anyone's PayPal flow, you own the stack, the ledger, the backups, everything, I've been preaching this for years but people still throw money at middlemen who invent problems like "balance retention" that don't exist when you control the infrastructure yourself

InterServer and RackNerd both advertise PayPal without balance retention. However, I must bring the privacy angle: RackNerd's terms require data processing consent that extends to unnamed "partners," which raises GDPR concerns. InterServer, was more straightforward. I have not verified their chargeback dispute handling in practice.

"client disputes PayPal charge as unauthorized, wants $3.47 annual credit refunded." Our billing team had already eaten the fee. RackNerd's partner structure, as said, means the abuse report went to three entities. One replied with a GDPR erasure request for the abuse report itself. We all had a good cry.

I TRIED INTERSERVER LAST YEAR WHEN MY CAT WAS SICK AND I NEEDED A NEW SERVER FOR THE WEBCAM FEED TO MONITOR HER LITTER BOX USAGE BECAUSE THE OLD HOST SHUT DOWN ON A TUESDAY MORNING WHEN I HAD OATMEAL WITH BLUEBERRIES AND IT WAS RAINING IN TUCSON WHICH NEVER HAPPENS AND THE SUPPORT TICKET TOOK FOUR HOURS AND I MENTIONED THE CAT IN EVERY REPLY AND THEY NEVER ACKNOWLEDGED HER NAME IS MUFFIN AND SHE IS A TABBY AND I STILL HAVE THE INVOICE SOMEWHERE IN A BOX OF RECEIPTS FROM 2019 TO 2024 ORGANIZED BY WEATHER PATTERN AND INTERSERVER DID NOT REQUIRE BALANCE BUT THEY DID REQUIRE A MINIMUM COMMITMENT OF SIX MONTHS WHICH IS NOT THE SAME BUT PEOPLE TREAT IT LIKE THE SAME AND I WROTE A LETTER TO THEIR CEO ABOUT MUFFIN

So InterServer (clean billing, allegedly) but RackNerd (which I used once (never again (their "partner" turned out to be a PayPal partner with a different fee structure (the kind where you discover the real cost in a nested parenthetical of a statement you didn't read)))) and honestly the whole "no retention" pitch is just another retention mechanism (psychological (they get you hooked on transparency)) but what do I know (I self-host my billing (in a VM (on Hetzner (ironic (probably)))))
