The EU efficiency framework drops in Q3 2027. I have been reviewing the draft language. The PUE measurement boundary remains contentious. Some member states want to include embodied carbon in server manufacturing while others limit scope to facility operations only. This will affect machines globally. Manufacturers will not build separate SKUs for EU and non-EU markets. The compliance cost will be passed through regardless of where your machines live. -- Marcus
