Oh I feel you. My nephew set up our "internet box" in the guest room and my wife said it sounds like a vacuum cleaner. I told her that's just Dell doing their IT thing. She made me call Dell Support and they said buy quieter model. Is RAM the fans or the hard part?
As far as I know, relocating to a closet without adequate airflow will trigger thermal throttling. You need 200 CFM minimum exhaust. I built a baffle box with acoustic foam from HostHatch's surplus listing, costs 40 euros. Regarding GDPR, if your wife records the noise as evidence, that is personal data.
