'carrier-neutral' is meaningless below 10MW

Guys been looking at smaller facilities for edge pops, 1-3MW range. Sales all say "carrier-neutral" but when I dig, it's 2-3 carriers max and cross-connect fees are brutal. No real neutral exchange, just whoever the facility owner has a sweetheart deal with.

Any leads on how you guys evaluate this? Is there a real framework or just marketing fluff?

Recieved one quote where cross-connect was $350/month. Their "neutral" meant three carriers, two owned by same parent. What's the actual threshold where neutrality becomes real?
